Attacks on DC Coming From Congressmen
Across the Nation

Even though no one represents DC in Congress, Congress wants to rule every aspect of DC Citizens’  lives. Over 100 Congressmen from around the nation have introduced or co-sponsored over 80 bills to determine DC Citizens’ basic laws.

What Happens to Bills Introduced?

Bills are usually introduced in both House and Senate Committees. Sometimes the bills will get brought up in Committee to be discussed and voted on, and sometimes they will not.
If a bill gets passed out of Committee, then it will move to the full House or Senate floor where it can be brought up for a vote, bundled into another piece of legislation, or passed with unanimous consent.

What Procedure Is Being Followed?

Most bills can pass the House and Senate with a simple majority vote. Any bill in the Senate can pass on a simple majority if there is a call for "unanimous consent." If a Senator objects to unanimous consent then debate is held on the bill. It takes 60 votes to end debate to get to a vote. This 'filibuster' provision gives the minority party a lot of power, but because DC does not have a voting Senator, we must find allies to employ this tactic.

What Can We Do?

The only way DC citizens can affect any action in Congress is to lobby out-of-state US Senators.
Enlist your friends and family in other states for our cause: self-determination.
Show support for our allies, help oust our attackers. Make calls to register voters, send postcards reminding other states to vote, make a video testimonial and share your story about why you love DC.
And stay active and involved on the local level to make your community strong and resilient.

Bills Affecting DC Autonomy
Introduced in the 118th (2024) and 119th (2025) Congress

BOWSER Act (Mike Lee, Sen-UT & Andy Ogles, Rep-TN)

Would abolish DC Home Rule.

Appropriations Bill (Andy Ogles, Rep-TN)

Would prohibit DC from using any funds for the District of Columbia Statehood Commission.

Appropriations Bill (Andy Ogles, Rep-TN)

Would prohibit DC from substantially burdening the fundamental right of parents to direct the education of their children.

Appropriations Bill (Andy Ogles, Rep-TN)

Would prohibit DC from using funds to have an election for DC's shadow senator or representative.

Childcare Worker Opportunity Act (Mike Lee, Sen-UT & Nancy Mace, Rep-SC)

Would prohibit funds that would enforce DC's Superintendent of Education's requirement that child care providers meet a minimum standard of certification.

DC Crimes Act (Byron Donalds, Rep-FL)

Would amend the Youth Rehabilitation Act in DC and prohibit any change to any criminal sentencing.

Appropriations Bill (Andrew Garbarino, Rep-NY)

Would prohibit funding for the Office of the Inspector General or the Office of the Auditor to investigate a Metropolitan Police employee for more than 90 days.

Appropriations Bill (Andrew Garbarino, Rep-NY)

Would prohibit funding to go toward the DC Deputy Auditor for Public Safety.

Appropriations Bill (House FY 2025 DC Appropriations Bill)

Would abolish the Death with Dignity Act and prohibit DC from ever passing it in the future.

Diversity Equity Inclusion Dead On Arrival Act (Mark Alford, Rep-MO)

Would terminate DC's Office of Racial Equity.

Wants to reform DC Metropolitan Police accountability without speaking to the DC Police Chief or attending any public safety ward calls, or speaking to the victims of police misconduct or spending any time to learn about DC’s minority-majority history.

Wants to repeal safety requirements for child care workers who take care of DC kids without going to different wards and looking at child care facilities, talking to DC parents, looking at harms that came from under-qualified providers, or researching how qualified care workers enhance learning for pre-K children.

Byron Donalds, Rep-FL

Wants to dictate how DC kids are handled in DC’s criminal justice system without spending one day in Ward 5.  Without visiting the children who have been part of DC’s Supporting Partners Program.  Without speaking to children in DC who have been affected by gun violence or in high-risk homes.
